Career & Technical Education Audit Overview

On January 30, 2019, Executive Order 19-31 charted a course for Florida to become number 1 in the nation for workforce education by 2030. The CTE audit was conducted in accordance with Executive Order 19-31 and section 1003.491(5), Florida Statutes, was codified in statute by HB 7071 in 2019.

Executive Order 19-31 directed the Education Commissioner to develop a methodology and to audit CTE offerings in the state on a recurring basis. Per the Executive Order, the audit should include:

An analysis of alignment with certificate or degree programs offered at the K-12 and postsecondary levels;
An analysis of alignment with professional level industry certifications;
An analysis of alignment with high-growth, high-demand and high wage employment opportunities; and
A review of student outcomes such as academic achievement, college readiness, postsecondary enrollment, credential attainment and attainment of industry certifications.

The department developed a methodology for the annual CTE audit that measures program quality to ensure alignment between the state’s CTE programs and Florida’s established economic and workforce priorities. Phase 1 was the statewide review of programs, Phase 2 was the local program review and Phase 3 was the sharing of information and best practices.

To accomplish the goals and vision of the Governor’s executive order, the Florida Department of Education (FDOE) worked with CareerSource Florida, the Department of Economic Opportunity, the Board of Governors, the Florida College System, school districts and business and industry leaders to develop an audit methodology that ensures our CTE offerings are high performing programs that are also aligned with market demands.

Audit Results

Phase 1: Statewide Review of Programs

In Phase 1 of the CTE audit, the Department developed a methodology to measure each CTE program’s Labor Market Demand (Market Demand) and Institutional Program Performance at the statewide level. All active and new CTE programs were measured separately for Market Demand and Institutional Program Performance. Market Demand (whether the program trains students for an in-demand, high-quality occupation) was evaluated using four criteria to determine if a program demonstrated Market Demand. Programs were required to meet at least one of the market demand indicators. Institutional Program Performance was evaluated (the retention, success, and outcomes of students enrolled in a program) utilizing four criteria for postsecondary programs and three criteria for secondary programs.

On January 24, 2020, Phase 1 was concluded with the department hosting a webinar summarizing Phase 1 audit results. The statewide analyses of Market Demand and Institutional Program Performance for secondary and postsecondary CTE programs accounted for each program once across all institutions, regardless of how many institutions offered the program.

As a result of the statewide review, each career preparatory, technology education and postsecondary program was categorized into one of the following four groups:

Program met benchmarks (statewide) – no further action was required
Program did not meet Market Demand benchmarks (statewide) – progressed for further review of local Market Demand
Program did not meet Institutional Program Performance benchmarks (statewide) – progressed for further review of local Institutional Program Performance
Program did not meet Market Demand and Institutional Program Performance benchmarks (statewide) – progressed for further review of local Market Demand and local Institutional Program Performance

Phase 2: Local Program Review

In Phase 2 of the CTE audit, programs that did not meet benchmarks on Market Demand or Institutional Program Performance in Phase 1 underwent local program reviews. On February 3, 2020, the department emailed memos and templates to every district and institution that offered the identified programs requiring a local program review.

Institutions with programs that progressed to local review returned completed templates to the department. The department convened a team of DCAE and Division of Florida Colleges (DFC) reviewers to evaluate local program reviews of secondary and postsecondary programs. The review team was provided all data collected through the statewide and local program reviews to inform the process. DCAE and DFC senior leadership developed recommendations for action on programs based on the local program reviews of Market Demand and Institutional Program Performance.

Phase 2 – Market Demand – Local Program Reviews

In Phase 2 there were two track options (Track A and Track B) to demonstrate local Market Demand in the CTE audit. In Track A, programs were evaluated for local Market Demand using districts’/ institutions’ Labor Market Alignment (LMA) documentation from their Comprehensive Local Needs Assessment (CLNA) as part of their 2020 Perkins V application package. This accounted for the majority of programs that were sent for a local review of Market Demand in the CTE audit. Programs in Track A were submitted through the standard Perkins V process.

For Track B, to demonstrate local Market Demand for the CTE audit, the districts/ institutions were required to submit an additional online form if their program was not reported on their 2020 Perkins V CLNA LMA. Track B was a template created by the DCAE team to capture similar information found in the Perkins V CLNA LMA, and allowed these programs to submit similar types of evidence of local Market Demand that would have appeared on Track A submissions. Programs in Track B were submitted through a Google Form. The Track B Market Demand template submission deadline was June 30, 2020.

Phase 2 – Institutional Program Performance – Local Program Reviews

In Phase 2, programs that did not meet Institutional Program Performance benchmarks in Phase 1 and programs with insufficient data to assess Institutional Program Performance in Phase 1 were sent for local program review. Local Institutional Program Performance reviews were designed to provide additional information about each program at each district/ institution offering the program. In the first year of the audit, the department requested programs to submit their most recent existing program evaluation accompanied by a survey regarding the program’s status. This information was captured via the Program Status Templates and the submission deadline was June 30, 2020. The local Institutional Program Performance (Program Status Templates) were submitted through a Google Form.

Phase 3: Share Information and Best Practices

The CTE Audit Year One Report and corresponding webinar summarize the year one findings based on the statewide review of programs (Phase One), the local program review (Phase Two), and the recognized Best Practices related to the CTE audit. In the first year of the CTE audit, the Best Practices pertained to the most effective strategies that districts and colleges implement to review their CTE programs at the local-level.

The outstanding Best Practices for locally reviewing programs in the first cycle of the CTE Audit include:

Using multiple measures of to evaluate Institutional Program Performance
Use a mixed methods approach (quantitative and qualitative data analysis)
Analyze data trends over multiple academic years
Identify areas for targeted improvement plans

The CTE audit continues to be a valuable means to assess for program quality and local Market Demand, with the second cycle of the audit seeking to build upon the successes and lessons learned of the first year. The Commissioner of Education will make recommendations to the governor to strengthen CTE programs and to eliminate CTE offerings that are not aligned to market demands.
